Description

9. APPROVAL OF THE CHARTER BETWEEN SUNCOAST SCHOOL FOR INNOVATIVE STUDIES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The current charter for the Suncoast School for Innovative Studies (SSIS), a charter school, expires on June 30, 2013.  The School Board approved the SSIS renewal application at the March 19, 2013 School Board Meeting.  A new charter has been negotiated with the school and is ready for Board consideration and approval.



Recommendation
That the charter between Suncoast School for Innovative Studies and the School Board of Sarasota County, Florida be approved as presented.

10. APPROVAL OF THE CHARTER BETWEEN SARASOTA SCHOOL OF ARTS AND SCIENCES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

11. APPROVAL OF AGREEMENTS BETWEEN SARASOTA FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, TO PROVIDE CHILD CARE SERVICES
Description
The Sarasota County YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Ashton, Fruitville, Gocio, Oak Park, Southside, and Wilkinson.

Recommendation

FIELD TRIPS

12. APPROVAL OF THE RIVERVIEW HIGH SCHOOL AND SARASOTA COUNTY TECHNICAL INSTITUTE FIELD TRIP TO ANAHEIM, CALIFORNIA ON JUNE 26, 2013 THOURGH JUNE 30, 2013
Description

Students will participate in the Future Business Leaders of America (FBLA) conference.  This conference directly relates to all business classes and the objectives learned.



Recommendation
That the Riverview High School and Sarasota County Technical Institute field trip to Anaheim, California on June 26, 2013 through June 30, 2013 be approved.

EXPULSIONS

13. APPROVAL OF EXPULSION CASE NO 13-287
Description
On 21, 2013, the student listed in Expulsion Case No. 13-287, violated School Board Policy 5.34(1)(D), Theft.  It is the recommenation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing have been held, the recommendation of the hearing officer, as specified in Expulsion Case No. 13-287, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, and the entire 2013-2014 academic year.

14. APPROVAL OF EXPULSION CASE NO. 13-299
Description

The student listed in Expulsion Case No. 13-299, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 4, 2013, the student listed in Expulsion Case No. 13-299, violated School Board Policy 5.34(1)(G), Repetitive Disruptive Behaviors.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 4, 2014.



Recommendation
That in  accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-299, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, and the entire 2013-2014 academic year.

The student listed in Case No. 13-149, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On November 26, 2012, the student listed in Expulsion Case No. 13-149, violated School Board Policy 5.34(1)(G), Repetitive Disruptive Behaviors.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

That in accordance with provision of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-149, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

Description
The student listed in Expulsion Case No. 12-297, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 9, 2012, the student listed in Expulsion Case No. 12-297, violated School Board Policy 5.34(1)(G), Repetitive Disruptive Behaviors.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools, until June 4, 2013.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 534, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-297, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year.

17. APPROVAL OF EXPULSION CASE NO. 13-248
Description
The student listed in Expulsion Case No. 13-248, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 31, 2013, the student listed in Expulsion Case No. 13-248, violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 10, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-248, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

Description
On April 22, 2013, the student listed in Expulsion Case No. 13-366, violated School Board Policy 5.32, Zero Tolerance (11)(K), Possession, Use, or Sale of Controlled Substances; School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs; and School Board Policy 5.34(1)(A), Possession of Illegal or Controlled Substance.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 4, 2014.

Recommendation

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-366, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, and the entire 2013-2014 academic year.

Description
On April 16, 2013, the student listed in Expulsion Case No. 13-368, violated School Board Policy 5.34(1)(D), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2014.

20. APPROVAL OF EXPULSION CASE NO. 13-162
Description
The student listed in Expulsion Case No. 13-162, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 14, 2012, the student listed in Expulsion Case No. 13-162, violated School Board Policy 5.321, Possession of Weapons and Other Prohibited Articles.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until January 14, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.35, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-162, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until January 10 of the 2013-2014 academic year.

MATERIALS MANAGEMENT

21. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description

The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.



Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

22. APPROVAL TO REJECT BID #13-0058 FOR SECURITY SYSTEM: INSTALLATION, REPAIR, PARTS, CONSUMABLES, AND WINDOW FILM
Description

Bids to provide 'Security System:  Installation, Repair, Parts, Consumables, and Window Film' were received from ten vendors on April 17, 2013.  It is requested that all bids be rejected since bid responses were not received for numerous items.  The specifications will be revised and the bid will be re-issued in the near future, targeting a wider audience.



Recommendation
That all bids to provide 'Security System:  Installation, Repair, Parts, Consumables, and Window Film' be rejected.

CONSTRUCTION

23. APPROVAL OF AMENDMENT #5 WITH SWEET SPARKMAN ARCHITECT'S, INC. FKA TOTEMS ARCHITECTURE, INC. FOR SARASOTA MIDDLE SCHOOL HVAC RENOVATION PROJECT
Description

The scope of work for the amendment shall include design and engineering work required to create five (5) TACOT labs in Building #8 and the necessary revisions to the electrical feeds to Buildings #7 & #8.  This work also supports the conversion of rooms 128, 129 and 130 into two (2) TACOT labs in Building #1 along with the installation of one door into room 118A in Building #1 to provide hallway access into this room.

The amount of this amendment is $13,125.00.  Funds for this project are available through the project budget account.



Recommendation
That Amendment #5 to the Agreement dated January 4, 2011 with Sweet Sparkman Architect's Inc. FKA TOTeMS Architecture, Inc. for Sarasota Middle School HVAC Renovation Project be approved as presented.

24. APPROVAL OF THE DELETION FOR DEMOLITION OF PORTABLES #99-206, #99-222, #99-365, #99-410, #99-423, #99-436, #99-437 AND #99-521 AT SARASOTA MIDDLE SCHOOL
Description
The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District.  The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to be no longer economical to maintain or renovate.  These portables are currently being utilized  for various purposes as cited on the enclosure.  Funds for demolition are available in the capital projects account.

Recommendation
That the deletion of Portables #99-206, #99-222, #99-365, #99-410, #99-423, #99-436, #99-437 and #99-521 at Sarasota Middle School form the F.I.S.H. inventory for demolition be approved as presented.

25. APPROVAL OF UPDATE #4 TO THE 2013 ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES
Description

The recommended professionals have submitted request for annual certification by the School Board to provide professional construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.  The initial list was Board approved on 1/8/2013 (Item #46).  The newly added firm is identified in the enclosure at the end of the initial listing.  Upon Board approval, the pertinent date from these submissions will be incorporated to the existing list.



Recommendation
That Update #4 to the 2013 Annual Certification of Professionals for Construction Related Services be approved as presented.

26. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of  $182,601.26 in gross contract dollars.

Included in these change orders are $547,244.10 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $515,985.00 result a net of $31,259.10 in sales tax savings.

That the Construction Services' Change Order(s) be approved and/or ratified as presented.

FINANCE

27. APPROVAL OF THE RENEWAL OF WORKERS' COMPENSATION EXCESS INSURANCE EFFECTIVE JULY 1, 2013 TO JUNE 30, 2014
Description
Star Insurance Company proposed a one (1) year rate guarantee at 0.0406 per $100 of ratable payroll.  This is an increase from the expiring rate of 0.0350 per $100 of ratable payroll.

Recommendation
That the workers' compensation specific excess insurance renewal with Star Insurance Company effective July 1, 2013 to June 30, 2014 be approved by the Board as presented.

TRANSPORTATION

28. APPROVAL OF PURCHASE OF VEHICLES FROM THE MOTOR VEHICLES FLORIDA STATE TERM CONTRACT NO. 071-000-13-1
Description

Approval of purchase of five (5) mini-vans for high schools to use for field trips.  The vans will be used as a cost savings to the District in lieu of renting mini-vans from a car rental agency. 



Recommendation
That the purchase of mini-vans be purchased from the State Term Contract No. 071-000-13-1; Motor Vehicles, in an amount not to exceed $110,000.00, be approved as presented.
